Default How do I keep a cross-reference updated after word doc changes

I inserted a cross reference into my document using a heading from further
down the document. If the paragraph number changes because I inserted more
data, the cross reference is now wrong.

I can see that F9 on the field updates it but surely this should be done when
you use F9 from the index.
