having just recieved a parking ticket, require a letter advising council of
there error in judment.

We don't do content here, but I would advise against using the term "error
in judgment" (even correctly spelled). Unless the ticket was given in error,
you have no case, and it was not given in error unless you were not breaking
the law; the authority may not feel that "judgment" enters into it.
