Default Updating TOC in a form with protected AND unprotected sections

I have a form where a few sections of the document are protected, the other
sections are not. In the unprotected sections, I added content using the
appropriate headings for my table of contents. The problem is that the TOC
does not update. I have to literally unprotect the entire document in order
to have the "Update Table of Contents" message box display where I can select
to "Update the Entire Table".

If I right click on the TOC, I do get the pop up message that displays
"Update Field" but nothing happens when I choose to "Update the field". Is
this a problem with Word? I don't want to risk having users "unprotect" the
entire document in order to add a few rows to the end of a table. Also, this
document is normally password protected. Please advise on a fix or a work
around solution. Thank you very much.
