Default Form-How do I keep the text from moving when questions are answere

I am creating a form and I have made fields for the answers. When the answer
is typed in my text moves. I want my questions to be stationary. How do I
do that?

The usual way is to set the form up as a table (without borders if you want
it that way) with fixed cell dimensions.
