Tools | Options and general tab. Set measurement unit for inches (near the
bottom of the dialog box).

In Word, click on Tools | Options | General | Measurement units:
choose your preferred unit of measure | OK. If Word won't let
you change the setting there, then see

Left & right margins are set to 1.25" but the when I print the right side is
too wide. Does it have to do with the gutter?

More likely your document contains markup (Tracked Changes or comments), and
Word is allowing margin space for the "balloons."
