I am trying to create a form that has the format and text protected and can
be typed in by a user and saved as a file. |

Hi cab,
You'll need to format the document with Section breaks so that the material you want to protect is in a different Section/s to the part/s of the document where the user is to be able to type 'free-form' text. Then, when protecting the document for forms, only protect the appropriate Section/s.
