Default Note Section at the bottom of a Page in Word

I am drafting a statute and would like to put in a note section at the bottom
of certain pages discussing provisions appearing in the main text. I do not
want this note section to be in the form of footnotes.

Rather it would look like this:

jlkjljljljljlj
jhlkjljljjll
________
Notes: This draft does not include the concept of enforcing authority
certification.

I know how to insert footnotes but I am looking to have a General Note
section at the bottom of each page. Can anyone help? I am usin Word 2003.

Dan,

If you don't want to use footnotes, you could expand the size of your Footer
(Page setup) and then place this information in the footer.

Default Note Section at the bottom of a Page in Word

I would simply use footnotes and then format all the numbers as hidden text.
(I assume that you need different notes varying by page?)

The numbers are all formatted in the style Footnote Reference--you can
modify it to be hidden, see here for how:
