Default Automatic entering of diacritics when typing quotation marks?

Office 2007 newly installed - and now I find when I type " or ', there's a
hiatus on the character actually entering, and if I follow with a vowel, the
vowel actually appears with a diacritical mark (such as ä or é, etc.). If I
want just a quotation mark, I have to enter a space after the quotation mark
- and believe me, this is rapidly becoming very tiresome!
I cannot find any command to switch this off.
Any help gratefully appreciated!

Make sure that you have the correct keyboard layout activated in Windows
Control Panel.
