Default legal blackline

I would like to position the legal blackline (document compare) closer to the
text. Is this possible?

If you are referring to "change bars," there is no option to move these.

If I understand you correctly, I'm assuming you're using balloons? No,
I don't see a way to move that closer to the contents. But you turn
off the balloons so you have true strikeouts within the text...which
would be as close as you could get.
