Default Non-mergin page in main doc?

How can I create a merge main document that has a first page with a table of
contents that does not get repeated with each merged record?

The merged records go into a 1-page table (each record is one page). But I
want a stable ToC page at the beginning and a title page at the end. Only the
pages in between should merge.

You will have to add those features after executing the mailmerge to a new
document.
