Default Hidden footnotes

After converting endnotes to footnotes in a long document, the footnotes are
now hidden and all new footnotes I try to create are hidden. In Normal view,
when I go to View Footnotes I can see the list but they are all on a
non-existent document page (page 24 of a 23-page document). I have Show
Hidden Characters turned on.

It sounds as if they're still endnotes. If you switch to Print Layout view,
do you see them at the end of the document?
