What does section start in layout tab of page setup do? How is it different
from inserting a section break. Can anyone please give me an example.

You can change the section start type after inserting a section break.
Sometimes when you insert a Continuous break, Word will change it to Next
Page. Or Next Page will become Odd Page. You can (sometimes) change it back
using the Page Setup dialog.
