Default Opacity Change

Is there any way to decrease the opacity of an image in
Publisher 2003 so I can place the text over the image?

I don't have any other program that can do this.

On the picture toolbar adjust the brightness and contrast to achieve the
desired effect.

Although you may get the same answer there, you would be better advised to
