Default How to get accenting without Cntl

Under W2000 I used to press just (say) " (double quote) followed by the
character 'a', to get an a with the trema. Now I need to use the Cntl key
(which by the way does not work in this screen). Who knows how to get the
previous way of working back,which also worked fine in Outlook, Excel and
other programs?

You need to enable an international keyboard layout.
