Why does the text animation not show up when Word 2002 document is viewed as
a Web Page.

Probably because animated text is part of the Word interface, and doesn't
translate to HTML (file format of a web page).

Or because this is one of the OCX tools that was broken by Microsoft Windows
XP Service Pack 2. See "Application is not available" error messages when
you try to insert some Web Tools in Word 2002 and Word 2003
