Default How do i put an internet browser bar at the bottom of the screen

I want to know how to put a link at the bottom of my task bar so that I can
have quick access to certian drives and files on my computer. The bar that I
am talking about looks very similar to the space that you would type in a URL
at the top of an internet page.
