Default Ca tool tip with more info show when hovering over text?

I need for my Word form to have a "tool tip" type box pop-up when the user
hovers over certain words to provide more information on filling out the
form. Is this possible? If this is not possible with Word, can PDF's do this?

Word can't do this. Acrobat has a Comment feature tht might meet your needs,
although it's not really a hover feature. Hover pop-ups are a feature of
on-line display apps: which is what you should use, if that's what you want.

You should be able to do this by adding a Comment to the text in question.

Only problem is the comments can't be viewed by others sharing the document.
