How can I lock out keyboard shortcuts in Word 2007?
It would have been better if you used the big message area to explain
what you mean by "lock out" and why you want to do it. If you're bothered by particular shortcuts that you hit without meaning to, you can remove them or replace them with others that aren't so likely to be hit accidentally. Press Ctrl+Alt+plus sign on the number pad, so the cursor changes to a cloverleaf icon. Then press the shortcut you want to remove, which opens the Customize Keyboard dialog with that shortcut displayed. Click the shortcut and then click the Remove button. If you're trying to prevent other people from using shortcuts in their copy of Word, and not allow them to restore the shortcuts, then the answer is no.
