Word 2003 - 173 page document with 12 sections - footer with page x of y
works fine for first 8 sections - however, resets to page 1 of 173 beginnng
with section 9 even though there is only 1 footer designated with same as
previous for entire document. Sections 10, 11, & 12 also reset to page 1 of
173.

It doesn't have anything to do with the Same as Previous setting. It sounds
like Section 9 got set to "restart page numbering at 1" and then that
carried over as the following sections were added.

With the cursor in the Section 9 header, click the Format Page Number button
on the Header toolbar. In that dialog, select the option button for
"Continue from previous section". Click OK.

Repeat this for Sections 10 through 12.
