Is there a free program available to convert video file
formats? I recently received a digital camera that takes
videos but in the .mov format & want to be able to open &
use in windows movie maker program. I believe the .mov is
Apple Quick Time so this may be why they are incompatible?

You can pay actual money for .mov to .avi/.mpg converters.

However, if you try:
http://www.divx-digest.com/articles/mov2avi.html,
you will find references to some useful FREEWARE!

I have successfully used "VirtualDub".
