Does anyone know how to permanently switch off the annotate toolbar, it does
not make any difference how I disable this it always comes back when I start word. |

The Reviewing toolbar is displayed by default if you have any tracked
changes or comments in the document. This feature is intended to protect you from the embarrassment of sending out a document with unaccepted tracked changes or undeleted comments; that is why the option is on the Security tab of Tools | Options.
