Default line numbering in Word

how do I number all lines on page with or without text?

You will need to insert a textbox in the header of the document with the
text box extending down the left hand side of the page and containing the
numbers.

Doesn't Word's built-in line numbering (File Page setup) number empty
paragraphs anyway?

(Can't look at the Pleading wizard since the German version doens't have any
wizards for legal documents AFAIK)

Yes, it numbers empty paragraphs, but if the document is set up properly, it
won't have empty paragraphs.
