Default Locking a document

I have a document with our logo dropped in at the top and a text box at the
top with our agency address etc. At the bottom of the document is a text box
with our center locations and another smaller logo. How can I lock these
items so no one can delete them, change them or move them?

I want this to be an agecny template for our letterhead.

Although the article doesn't provide a way to technically "lock" the
document, it should suffice for most purposes.
