Default How do I position a picture as a watermark partway down a page?

Place it in the header of the document. If you want it partway down, just
hit a few paragraph returns before you insert it.

The same way that you position any graphics in Word.. use picture formatting
to place it.. you have the option there to type text over the top of it and
also to make it more transparent..
