If I create a form in Office 2007 can someone with an earlier version of Word
open it and fill-in the form?

It will depend at least in part on whether you (a) use the legacy forms
controls or the new content controls and (b) save in Word 97-2003 format or
Word 2007 format.

yes of course, but they must open in same format for example you save in word 2007, they must open in word 2007..
but many people use word 97-2003..so better you save at format word 97-2003
