How do I keep a protected fill in form from being changed by someone I email
it to?

You can't. Applying a password to the protection will discourage some users
from making changes, but is easily defeated by someone with a mind to do so.

Default Emailing protected documents

Convert the Word doc to a .pdf and then create the form in Acrobat.
