Default Use English [not American] language for the UK site

I would prefer to see English spellings used on the UK site.
Dates should read dd/mm/yyyy to prevent confusion.

On the other hand, I wish Microsoft would not compel us to use -ise spellings,
but that's probably a lost cause.
