I'm trying to send a newsletter email via word but the format of the
newsletter changes. How can I make sure the format stays exact?

Hi Wendy,

The only way to be absolutely sure that your layouts remain the same is to
convert your documents to PDF. Since your document is a newsletter, I guess
that users are not allowed to change it, in which case PDF is a fine solution.

I suggest you use http://www.primopdf.com, or google around for other tools
that can help you.
