Default Moving paragraphs with Track changes

I am editing a document with multiple other reviewers. I am trying to move
paragraphs and keep the tracked changes from the other reviewers. If I
cut/paste with track changes on, only my own changes come with, everyone
else's are accepted. If I cut/paste with track changes off, and then turn
back on, the track changes come with, but of course the (rather large!)
change I just made doesn't get tracked. I thought it might have to do with
the Track Changes OptionsTrack Moves, but that option is grayed out and
won't let me select it. Any ideas?

"Moves" are new to Word 2007. If the option is unavailable then that
indicates you are working in Compatibility Mode and using an pre-Word 2007
document type, such as Word 97-2003. If you want to track Moves then you
need to convert the document to the new file format.

Ahh, that makes sense. Unfortunately, most everyone else is working with an
earlier version of Word than I. Is there any other way to track the
cutting/pasting I am doing without losing everyone elses edits?

Default Moving paragraphs with Track changes

Not really. Prior to the ability to use Moves when you cut/paste it's
treated as an insertion and deletion. FWIW, even with a Move it appears the
same way; that is the other revisions are no longer identified, BUT if your
changes to the cut/pasted content are rejected then their revisions will
reappear.

The one difference between the two is if a Move that contains other
revisions is rejected a Conflict dialog box will appear noting that the
moved data contains revisions and you're asked which version you wish to
keep. However, if it's accepted then revisions made by another author are
accepted which is the same behavior as when the moved content is treated as
an insertion/deletion.

What you could do is turn Tracked Changes off, move the data, and then
notate what you did with a Comment or two.
