Default Is is possible to generate a TOC from section headers?

I have a funky document. I want to create a Table of Contents using the
Headers for each Section. I've tried to set the Header Styles to the TOC
field will grab them. No luck. Any thoughts?

Word creates a TOC from headings, not headers. The heading styles must be in
the document body, not in the header. See
