Default In what version of Word is the "comment balloon" feature available

We have Word 2000 in our office and are unable to locate the area where we
can either insert a comment balloon or print one from a document that has
been generated by someone else.

Balloons were introduced in Word 2002. There is no way to use them in Word
2000.
