Default Moving pages in a word document

How do I move pages in a word document without having to cut and paste. For
example, I want to move page 21 to page 28. Is that possible, without cut and
paste?

No - Word documents don't actually consist of "pages".

Depending on the nature of the document, though, there may be an easier
way - such as Outline View.
