We have many processes that vary from 1 step to 100 steps. formatting is
always a nightmare. How would you create a template that is expandable.
Please help me understand how to create a template based on this format:

15.1 Overview
Under the provisions of EMT Section 40.3.4, €œGeneration Resources shall not
be subject to Uninstructed Deviation Penalties for any Uninstructed Deviation
caused solely by events or conditions beyond the control, and without the
fault or negligence, of the Market Participant, including but not limited to:
(1) Emergencies;
(2) Test mode of the Resource; or
(3) Start-up or shut-down mode of the Generation Resource; or
(4) Instances when a Generation Resource trips and goes off-line after
receiving Dispatch Instructions from the Transmission Provider. €œ
15.2 Procedure
Midwest ISO will grant exemption from Uninstructed Deviation Penalties in
the following circumstances:
15.3 Unit Starts - When a Generation Operator calls to inform the Midwest
ISO that a Generation Resource has synchronized with the grid. The Start
instruction (issued by Midwest ISO in either the Day Ahead Energy Market,
Forward Reliability Assessment and Commitment (€œRAC€�), Intra-Day RAC or Real
Time Energy Market) indicates when the Resource(s) should be online and
available for dispatch instructions. Uninstructed Deviation Penalty Exemption
(UDE) will be granted from the time the Generation Operator calls to inform
the Regional Generation Dispatcher (RGD) that the unit has synchronized to
the transmission grid through the startup period as defined in the Unit
offer. Normally this will be the cold startup time but could also be the
intermediate or hot startup time, depending upon the state of the unit. For
Quick Start Generation Resources (i.e., units that have startup of 15 minutes
or less), UDE will be given for the hour in which the unit synchronizes if it
occurs between the top of the hour and 45 minutes past the top. If a Quick
Start Generation Resource synchronizes between 46 minutes past the top of the
hour and the top of the following hour, UDE will be granted for two hours
(the hour in which the Resource synchronizes and the next hour). If this
period of time (when the unit synchronizes to the grid plus startup time)
extends past the Midwest ISO issued Start Time, UDE will not be granted past
the Midwest ISO issued Start Time.
In all cases, the Generation Operator must contact their Midwest ISO
Regional Generation Dispatcher to be granted UDE - according to the
provisions laid out in this document.

€¢ Generation Operator to contact MISO Regional Generation Dispatcher any
time a unit that has been synchronized to the grid will not be available for
dispatch at the Midwest ISO issued start time.
€¢ Any unit with a Startup time of 30 minutes or less requires only one call
to the MISO Regional Generation Dispatcher €“ at the time it synchronizes to
the grid.
15.4 No MISO Start - Units that do not have a Midwest ISO start and have not
called at least 30 minutes prior to synchronizing with the grid will not
receive UDE. However, units that are started by a Generation Operator for
reliability reasons will be provided UDE at the Participants request for the
startup and shutdown periods.
15.5 Economic Decision - If a Participant receives a Midwest ISO start and
chooses not to start because of economics, the Midwest ISO RGD will give the
unit a €œStop by Company€� (also called an €œUnavailable by Company Stop€�). This
is done so that these units will not appear to be online in subsequent RAC
calculations. If the unit comes online during the remainder of the original
Midwest ISO commitment period, the unit will not be eligible for UDE unless
the unit was called on by Midwest ISO.
15.6 Generation Resource Shutdown- The Stop instruction (issued by Midwest
ISO in either the Day Ahead Energy Market, Forward RAC, Intra-Day RAC or Real
Time Energy Market) indicates when the unit is released from following
dispatch instructions, not when the unit should be offline. UDE will be
provided at the time of the Midwest ISO issued Stop time for up to the length
of startup time in the Resource Offer. If the Generation Operator wants to
take the unit below Economic Minimum before the Stop Time issued by Midwest
ISO, UDE will not be provided until the Stop Time.
15.7 Equipment failure - If a unit experiences mechanical difficulties,
(i.e., failure of pumps, fans, mills, etc.) UDE will be granted for a maximum
of one Hour (up to two Hour Endings) so that Generation Operators may update
their offer. Midwest ISO Regional Generation Dispatchers will also update
offers if requested for the same period of time.
UDE will not be granted for extended periods of time except for issues that
directly affect a Resources ability to follow dispatch instructions.
Examples of this would be wet coal, new control systems or a failure of
portions of a Resources control system. Units that are returning from a
major overhaul would also qualify for extended UDE if requested for a
reasonable period of time in which to stabilize the unit. In all other cases,
UDE will be provided for a maximum of two hours so a Generation Operator can
update its offer.
15.8 Resource testing- Prior to a unit coming online for testing, the
Generation Operator must call the Midwest ISO Regional Generation Dispatcher
(RGD), indicate the duration of the proposed test and obtain approval for the
test. If the test is approved, UDE will be granted for the duration of the
test. If Midwest ISO cannot approve the test, UDE will not be granted.

requested by the Generation Operator.
15.10 Manual Redispatch - Units that are directed to move as part of Manual
Redispatch and follow Midwest ISO instructions will be granted UDE for the
duration of the event.
15.11 Dynamically Scheduled JOUs- When any share (physical or commercial
share of a Dynamically Scheduled Unit) is granted UDE, all shares shall be
granted UDE.
