I have typed 18 pages of purely text document on word 2000, and now I wish
to create a Table of contents on the first page. I used help to assist but I
still get the same error.

Bogo,
To be able to produce a Toc you have to apply the in-built headings 1-9 Word
provides. Or apply self made styles to the titles you want to see appear in
the Toc.

You need to either use heading styles for your headings that you want in
your TOC (this is the easy way) or manually mark each entry for the TOC.
Then Word will create and upon request update a TOC for you. See
