Default how can i lock a text box to a page in word

I want to put a series of text boxes into a report form. These text boxes are
to be filled in by different users but must remain locked to the page. This
will allow for only a given number of lines of text.

What you are describing is a protected form; see
http://word.mvps.org/FAQs/Customizat...nTheBlanks.htm and especially
the forms tutorials by Dian Chapman that this article links to.
