Default Errant Page Breaks

I'm using Word XP. And I'm having trouble with page breaks. I have inserted a number of ODD PAGE page breaks in a long
document. Sometimes they change into Next Page pagebreaks. I want ODD PAGE because I want certain sections to start on a
brand new piece of paper.

Also, when I insert CONTINUOUS PAGE BREAK, it says "Continuous" but it forces a new page. I don't want a new page! I
only want a Continuous Break in order to restart footnote numbering.

I'm working on a set of legal documents -- a selection of cases that will be compiled into chapters. To restart the
footnote numbering, I need a continuous page break before the concurrences and dissents. To get each case to start on a new
sheet of paper, I need Odd Page.

Can anybody help?

To ensure that filler pages are correctly inserted in the document, check
the "Different odd and even" or "Mirror margins" option in File | Page
Setup.
