Default cell borders

Is there a way to apply a page-style border in place of a cell border?

For instance, I am creating a newsletter. The page has six rows, but the
rows in between will be blank (I'm going to remove the borders from the
sides), so that all together it looks like three rectangles with space in
between.

I would like to use a pretty border for each of the three boxes/cells; not
the regular dash or lined borders, but the ones that come with page borders.
Is there a way to do this? (I noticed that there was no "art" selection for
"Borders," only for "Page Borders.")

I have Word 2003. Any help will be appreciated.

Default cell borders

This is correct. Border Art is available only for page borders. In
Publisher, you can put Border Art on anything.
