Default prompting for location of DATA1.msi file - OFfice 2000

When user logs on to domain a dialog box appears - MS Office sr1 professional
prompting for the location of the DATA1.msi file. At the botton a pull down
window contains the default location of \\ip\cd where the DATA1.msi is
supposedly located. Do not get this when logged in as administrator only
when logged in as user.

User doesn't have sufficient permissions to \\ip\cd ?
