Is there a simple way to toggle the link to previous Icon on the
Header/Footer tool bar. The only choice seems to turn it on - how do you
turn it off so that your header change will remain in the section where you
are?

I don't understand your question; the button is a toggle: one click turns it
off, and another turns it back on.

Like any other toggle button, it has a different appearance when ON and OFF.
The On state appears pushed in.
