Default Word 2000 - Entering text above a heading - lose heading

I'm using Word 2000.

After making several entries in an instruction manual, I felt it would be
better re-worked in a different order. For example, I have:
Heading 1
Heading 2
Text
Heading 2
Text
Heading 3
Text
Heading 3
Text

If I go back and enter more text before Heading 3, it changes to Normal
text. What's going on? How do I prevent this?
