Default Word 2003 page setup

I am trying to figure out why my page when setup as the following:

Letter (8.5 x 11)
1 inch margins
Portrait

I have it on Print Layout view, with the Rulers ON. But the left side ruler
goes from 0 to 9. I understand that an 11" page with 1 inch top/bottom
margins would end up being 9" but before I noticed this the layout would show
up to 11" with a blue area that you could not use (the margins) ANY HELP
PLEASE!!!
