Default Cannot create citations in Word 2007 (not enabled). Solution?

Trying to create new citations in a document in Word 2007, under the
reference tab, in the Citations &Bibliography group the only active choice is
"Insert Citation""Search Libraries". I have tried in a blank document and
in a written one. I have even even reinstalled the application with no luck.

Any ideas?
