I would love to have step-by-step instructions on how I can number a report
using both roman numerals for table of contents etc., then numbers for the
rest of the report. Thank you for the help.

You will need to insert a next page section break when you want to change
your numbering. Once you insert the section break, you will go to View |
Header and Footer and on the header and footer toolbar you will click on Same
as Previous to unlink the footers. You can then insert the different type of
numbering in the footer.
