It suggests that you either haven't activated your version of Office or you
have a trial version that has expired.

Alternatively, it might simply mean that the selection includes a content
control which has the "Content control cannot be deleted" option selected.
(Of course, if it happens with *all* documents, this explanation is less
likely.)
