Default Pop up notes/Screen tips

I would like to create screen tips for a Word 2007 document. Does anybody
know anyway of doing this?

I basically want to add text that only appears when you hover over or click
on a particular point or button, or something similar. Unfortunately
comments are either all shown or all hidden.

Any ideas?

Have you considered using footnotes or endnotes?

They are visible all the time. I want something that is only visible when
you either click or hover, or something like that.

I think footnotes or endnotes is the best you can do via the user interface
at least.
