Default On line form Word 2007

I am trying to protect a document, with form fields inserted:
Text fields formatted for regular text, one for datest, three drop down list
fields
When I try to protect it the start protection button is inactive,

both check boxes above are checked, the second is set to Filling in forms

What needs to be done to activate the Yes, Start Enforcing Protection button

Default On line form Word 2007

If the Design Mode button on the ribbon is highlighted, click it to turn it
off.
