Default Straight quotes not being replaced with smart quotes

I have it turned on to replace them automatically but it won't do it, even
using the normal style. Any ideas why?

Are you possibly using a font that doesn't have the curly-quote
characters at all? If you type (using the regular keyboard) 201c
followed by Alt-X, and 201d followed by Alt-X, do you see the curly
quotes? (Those are the Unicode codes for those characters.)

Some old fonts, and many display fonts, don't include them.

In addition, in some fonts, at some Zoom settings, they look just the same.
For example, in Arial 12 at 100%, the "Smart Quotes" look just like straight
quotes, but if you increase the font size or Zoom ratio, you'll see that
they actually are "curly."

One way to tell whether AutoFormat As You Type is working to convert the
quotes is to type ", then look at the Undo list to see if the last item
listed is AutoFormat.
