Default Page numbering

"Page Number Format" says "Start at must be between 0 and 32766 for this
format." How do I change 32766 to a higher number.

You don't. If you need a page number higher than 32766, you'll need to
calculate it as { = { PAGE } + x } where x = the number required to get to
your desired starting point.
