Default Changes Tracking When Tracking Shut Off

Microsoft Word 2003

I have a document that shows track changing on the outline numbers when I am
adding and deleting sections. I do not have track changing on but it
continues to show a cross out for the deleted number and an underline for the
added number. How do I get this to stop. The document is used by many
people and they are complaining.

Default Changes Tracking When Tracking Shut Off

I just realized that it only happens when I place a return after the
automatic number in 1.0 and before the title. It might have something to do
with the outline. Not sure.
