Default Adjust Row Height

In Word: Is there a way that I can fix a row height so that it is different
in each column? It seems that when I change the row height, it changes it all
across the table. (I can do it with the columns but not the rows).

No. What you can do is create a number of short rows and merge cells in them
selectively.
